I would think the label would tell them... and it's usually advertised on the artist's website/myspace/whatever so that people know where they can buy the record. Does that answer your question?

It's really hard. First they have to notice you. Scouts are around and about, and some even work at venues. (In KY, at The Mad Hatter, it's rumored that a scout from Sumerian works there from time to time.)You have to have a good following in your music though, not a lot of record companies will sign an artist with less than I'd say at least 500 facebook "likes". Also, pro gear is also a must. Half stack/full stack amps, possibly pedalboards (depending on what genre of music. Hardcore wouldn't require much on a rig, just a noise suppressor, distortion, and a tuner), etc.Keep playing shows, and get a following, and you'll make it. Pray also, that's a big part of it. God will close doors that prohibit you from your dream, and open doors that will help you reach the dream.(My band is getting big in Cincinnati, so I'm not just being a big jerk by answering this for "the old guy". I've been in)
